There are already things for which I am apparently too stupid:

wanted to make me smart on the level number, because I see the new chapter number (from 2008). The old one is 11 digits, the new 13-digit format.
is initiated with the following sentence: "The system with 11-digit numbers is nearing its limits, should be introduced so as of July 2008, a new 13-digit number."
Fair enough, makes sense. If, however the format of the new numbers look:
756.xxxx.xxxx.xx
The 756 is a region code that stands for Switzerland. In my view, by definition, all social security number so that 756 of it. Remain so still 9 points. The last is, as with the old number, again a check digit. It has a total of fewer numbers available than before.
One could now argue that the old number has meaning, ie the first three digits can be on the last name (sometimes) close, etc. In the new is not. So what? When these lines of the old number makes intelligent enough, then you can still exploit the integer space of these 10 (11 digit) ... Can anyone
realize the error of thinking? ;)
